Outside Plant Manager - Engineering & Construction

Momentum Telecom operates as Warwick Valley Telephone Company (WVTC), a regional Incumbent Local Exchange Carrier (“ILEC”) in southern Orange County, New York and northern New Jersey.  Our ILEC provides local and toll telephone service, high-speed broadband internet service, and satellite video service to residential and business customers.  Our ILEC service areas are primarily rural and have an estimated population of 50,000.  We also operate as a Competitive Local Exchange Carrier (“CLEC”) in areas that are adjacent to our ILEC territories and beyond.

Summary:

The ideal candidate for this role is someone who has knowledge of RUS/RBOC/Bellcore joint utility engineering and construction in underground and overhead OSP Telecom construction, utility Right of Way/Easement acquisition and permitting, pole line construction and splicing, FTTH/FTTB fiber optic engineering and construction, subcontractor administration and inspection, NESC standards, and utility work procedures.

Responsibilities:

  • Managing day-to-day operation of Residential Installation and Repair, Cable, Line Construction and Business Communications technicians. Responsibilities include staffing, supervision, planning, scheduling and directing employees.
  • Supervision, planning, scheduling and directing of Outside Plant Engineer(s).
  • Development and implementation of ongoing process improvement to improve quality, quantity and system integrity for the Installation & Repair Groups.
  • Supervision and project management of Alteva Hosted VOIP (NCI) installations and repairs in ILEC and local CLEC territories.
  • Proactively identifying and scheduling the rehabilitation of Installation and Repair defects to reduce the Installation and Repair Groups trouble report rate. This is in conjunction with the Alteva Pole Line Inspection Program implemented in 2003 to reduce the overall OSP trouble report rate.
  • Establishing construction priorities and scheduling work based on subscriber growth, preventive maintenance, annual capital program, and company strategic goals.
  • Implementation and transition to Mapcom M4 CAD-based design system.
  • Negotiating and obtaining utility Right of Ways, easements, pole attachment and conduit space agreements for Alteva Outside Plant facilities.
  • Arranging and managing outside plant projects involving non-company personnel such as contractors, other utility companies.
  • Managing the Alteva Pole Line Inspection Program to proactively identify and correct OSP pole line and cable defects.
  • Managing the departmental operating expense budget including the purchase of all necessary equipment and supplies required for the completion of program work.
  • Managing company fleet to ensure safe, operational vehicles.  Schedule repairs as needed.
  • Managing and maintain ANSI inspections for vehicle aerial units
  • Managing and maintain ladder inspection data as required.
  • Managing and maintain fire extinguisher records and required inspections.
  • Managing building maintenance and repairs as required. (Inclusive of building generators, HVAC and security system)
  • Managing vendors and company staff responsible for company property and ground maintenance, including OPM’s. (Lawn services, snow removal)
